State Visit of Sh. Varindra Seth, Deputy Director General and State Coordinator for Haryana (Dated: 17.11.2025)

Shri Varindra Seth, Deputy Director General (DDG), National Informatics Center being the State coordinator for NIC Haryana State visited Haryana for reviewing the IT Initiatives taken up by NIC Haryana State Center on 17/11/2025.

Shri Varindra Seth was warmly welcomed by Shri Sarbjeet Singh, DDG and SIO, NIC Haryana. The meeting began with a welcome address by Shri Sarbjeet Singh, State Informatics Officer. All State level officials were present during the meeting, and all District Officers joined through video Conference.

State Coordinator interacted with all NIC officers posted at NIC State Centre and discussed various projects like HRMS, SARAL, MedLEaPR, PPP, e-office etc. He appreciated the ICT progress made in Haryana.

State Coordinator Sh. Seth shared his perspectives and experiences with all officials. During the meeting, he provided several suggestions and guidance to enhance the reliability of NIC services.

During the meeting, the State Coordinator highlighted the need for active collaboration to resolve problems, share knowledge, and support district-level work. Officials were encouraged to promptly raise concerns and offer constructive suggestions to strengthen district functioning. Another important point discussed was the need for proper approval from the NIC State Centre before participating in any committees formed by state government officials. It was reiterated that, as per NIC and Government of India protocols, no official should engage in such activities without prior permission from the competent authority.

The State Coordinator emphasized the importance of continuous learning and staying updated with the latest technologies and trends in the field of digital governance. Officials were encouraged to regularly reskill and upgrade their skills through NIC training platforms, Ministry of Electronics and Information Technology (MeitY) programs, online certification courses, and peer learning activities. This was considered essential given the need to maintain the proficiency of NIC officials in the rapidly evolving technological landscape and tools, cybersecurity best practices, AI/ML techniques, cloud technologies, and project management methodologies.

Strict adherence to all guidelines, circulars, and advisories issued by NIC Headquarters, the Ministry of Electronics and Information Technology (MeitY), and relevant security agencies were emphasized. Officials were reminded that up-to-date knowledge of regulations, IT policies, cybersecurity advisories, procurement norms, GIGW compliance, accessibility standards, and other government frameworks is crucial to ensure effective and compliant functioning. Staying abreast of such regulations was identified as a key responsibility for all NIC officials.

The meeting also focused on the role of NIC officials in ensuring techno-management leadership and quality control in projects involving NIC. Officials were advised to ensure technical evaluation, documentation, security compliance, feasibility assessment, and standards adherence in all state and district projects.

Adapting to changing administrative and technological environments was another key message. Officials were encouraged to demonstrate flexibility, proactive problem-solving, and openness to adapting new systems and processes as part of professional development and organizational efficiency.

NIC Haryana apprised the State Coordinator of the urgent need for upgradation of outdated network infrastructure considering recent cyber threats. He was also informed about the need to upgrade bandwidth in several districts, requirement to procure computer hardware for the state and district centers, as well as critical network equipment.

At the end of the meeting, in light of several issues related to AMC management, maintenance delays, network infrastructure challenges, and equipment requiring replacement, it was decided to prepare a comprehensive, consolidated report covering the status of AMCs, infrastructure deficiencies, unresolved technical issues, and recommendations for corrective action and share with the State Coordinator for further required action at Headquarters. He was also informed about the various pending proposals for trainings and workshops at the NIC-HQ for approval.

The meeting concluded with closing remarks by the SIO and State Coordinator, who commended the participation of all officials and emphasized the need for collective effort, timely action, and adherence to best practices. The officials were encouraged to continue contributing to strengthening NIC Haryana’s role in effective and robust e-Governance service delivery.
