      Shri Manohar Lal, Chief Minister Haryana has started Jan Samvaad programme with ‘Sarkar Aapke Dwar’ for public welfare by launching the Jan Samvaad portal at Chandigarh on 07/04/2023.

      This portal will help in managing the written complaints / problems given by the citizens to the Chief Minister during public meetings. NIC-Haryana has been developed the Jan Samvaad portal for the monitoring of such grievances.

      Through this portal, the information about the written complaints given by the citizens will be registered in the system, resulting in the complaints reaching the designated officers within the stipulated time period for expeditious resolution. The system will also ensure the accountability of the officers to resolve the problem or complaint in a time-bound manner.

      On this occasion, Shri Amit Kumar Agrawal, APSCM, Shri Bhupeshwar Dayal, OSD to CM, Shri Deepak Bansal, DDG & SIO, NIC, Haryana and Shri Sundeep Moudgil, Scientist-F, NIC, Haryana were present.

    • NIC Haryana bags two CSI-SIG awards of appreciation at 20th CSI SIG e-Governance Awards, 2022

      NIC Haryana has received two CSI-SIG awards of appreciation at 20th CSI SIG e-Governance awards, 2022. The award ceremony was held at Delhi Technical University, Delhi on 25th March 2023. The awards were conferred upon NIC Haryana for two state level projects:

      Online Release Orders and Billing System.

      Comprehensive Integrated suite for local bodies’ elections in Haryana.

      Online Release Orders and billing system is an ERP for Information Public Relations and Languages department, Haryana. It is one of its kind software implemented in any state Government and is a flagship project of Haryana Government developed with the purpose of achieving end-to-end computerization of release orders and billing processes for Government advertisements released on daily basis to various print media in the country. The system has been developed and hosted by NIC Haryana. The project involved lot of innovations in advertisement designs and process Re-Engineering, integration of payment gateways, SMS gateway and integration of Online Treasuries Information System of Haryana.

      With the implementation of this system, complete process of receiving indents from various Haryana Government organizations, Generation of media plans, work flow based approvals, generation and uploading of Release Orders, Bills submissions by the news Papers, approvals of the bills, payments to the news papers has been made online. This has greatly simplified the processing and reduced the time of payments to the news papers. The Print media is greatly satisfied with this system and has asked other state Governments also to implement this system. Till date, 96,183 No. of release orders worth Rs. 210 Crore have been issued and 83337 No. of bills worth Rs. 177 Crore have been processed through this system.

      The system also includes a comprehensive e-dashboard developed using open source ELK stack.

       

      Comprehensive Integrated suite for local bodies’ elections in Haryana is a suite of applications developed by NIC Haryana for State Election Commission, Haryana for management of local bodies’ elections in Haryana. This suite of applications caters to end-to-end election processes and consists of following modules:

      Voter list preparation for local bodies and Panchayti Raj Institutions by taking the ECI voter list as base data.

      Voter helpline.

      E-Employees, a web based software for preparation of employees data for poll duty. The system is integrated with HRMS system also.

      Web based KYC (Know Your Candidate) used for uploading nominations along with affidavits and other documents of contesting candidates.

      Online Ballot Paper preparation and online transmission of ballot papers to printing press.

      Web based Election Duty Management System (EDMS)

      Web based Poll Monitoring e-Dashboard.

      Android based Mobile App to Sector Officers/Magistrate deployed in field to update Live Poll Dashboard

      Android based Mobile app for Communication plan for effective management of Polling.

      Result Declaration e-Dashboard.

      MyGP (Meri Gram Panchayat) Mobile App (Flutter) for Data Updating/ Data Analytics/ Dashboards/Communication Plan.

       

      The comprehensive suite of applications has become an indispensable tool for State Election Commission, Haryana for conducting elections to the local bodies in Haryana. The poll monitoring e-dashboard has been provided to neighboring states also for implementation.

      The Awards ceremony was attended by Sh. Deepak Bansal, DDG and SIO NIC Haryana, Sh. M.P. Kulshreshtha, Sr Director IT and former DIO NIC Hissar, Sh. Pardeep Kumar Kaushal, Sr. Director IT, Sh. Amit Bansal, Deputy Director IT & DIO NIC Jhajjar along with officials from Information Public Relations and Languages department (DIPRL) and State Election Commission (SEC), Haryana.

      The State Election Commissioner, Haryana, Sh. Dhanpat Singh, IAS (Ret.) and Director General, Information Public Relations and Languages Department Haryana, Sh. Amit Agrawal, IAS congratulated NIC Haryana for this achievement.

      Shri Manohar Lal, Hon’ble Chief Minister of Haryana presented paperless Haryana State Annual Budget 2023-24 in Haryana Vidhan Sabha on 23/02/2023 for consecutive his ninth year. The budget was presented through Tablet with Android based Mobile App developed by NIC Haryana.

      These documents were prepared with the help of Online Budget Allocation & Monitoring System. Earlier in the morning, the documents were signed by Chief Minister, Haryana prepared by Finance Department Haryana with technical assistance of NIC Finance team Haryana. On this occasion Shri Anurag Rastogi, Additional Chief Secretary, Finance, Shri Amit Agrawal, APSCM, Shri Deepak Bansal, DDG & SIO, NIC, Haryana and Shri Prabhat Bisht, Scientist-C were present.

      Efforts of NIC team Haryana was appreciated by Finance department. Mobile App prepared to read the Budget in Vidhan Sabha by CM Haryana was assigned to NIC Haryana on a short notice.

      NIC, Haryana has provided technical support to the State Finance Department in preparation of State Budget and its related documents. The Integrated Financial Management System (IFMS) developed in-house by the NIC-Haryana. The NIC-Haryana team comprising Shri Deepak Bansal, DDG & SIO, Shri Rahul Jain, Scientist-F, Shri Jagdish Lal Mehendiratta, Scientist-E, Shri Deepak Sawant, Scientist-E, Shri Ashish Dhingra, Scientist-D and Shri Prabhat Bisht, Scientist-C provided active support.

      First State level Medico Legal Conference 2023 was organized by Directorate of Medical Education & Research, Haryana in collaboration with Kalpana Chawla Government Medical College, Karnal (Haryana) and Rajiv Gandhi National University of Law, Patiala(Punjab) at PWD, Guest House, Sector-1, Panchkula on 11/02/2023 where Medico-Legal Examination and Post Mortem Reporting System (MedLEaPR), application developed by NIC Haryana and implemented in State of Haryana, Punjab, Rajasthan, Madhya Pradesh, Himachal Pradesh and Chandigarh(UT) was presented  as  best practice in field of Medico-Legal  reporting preparation and its integration with various laboratories  ( Forensic Science Laboratory, Food laboratory, Chemical Laboratory, Drug Laboratory, Excise Laboratory etc.) and CCTNS (Crime and Criminal Tracking Network & Systems).

       

       Chief Guest of Conference , Justice Rajesh Bindal , Judge-Designate , Supreme Court of India attended the conference through Video conference appreciated the effort made by NIC–Haryana in developing the application and streamline the process of information flow among the stakeholder with timely intimation of  information in form of SMS and email. By this application responsibility of each stake holder is ensured and can be monitored at institute level, District level and State level thus bringing efficiency, transparency and   responsive system. Justice Bindal also appreciated Doctors of State of Haryana, Punjab for their contribution in success of this initiative with special mention to DGHS, Haryana for their role in preparation of Haryana Medico Legal manual and provide funding to NICSI for development and continue handholding of project for last 10 years.

       

      The MedLEaPR initiative was under taken during the tenure of Justice Rajesh Bindal as Chairman of Computer Committee of Punjab and Haryana High Court, Chandigarh and was driving force for the success of these initiatives.
